wxColourDialog won't allow custom color until basic chosen

Description

On Windows, the color dialog appears to have a bug in
that if the default color is set to black you cannot
choose a custom color (The Color|Solid box stays black
regardless of what you click on) until after you click
a basic color on the left of the dialog box. You can
reproduce this behavior in MS Paint by selecting the
black color first and bringing up the color dialog.
The fix would be to default color dialog to white
instead of black if no color data is supplied.
Changing m_colourData to a white color -should- fix the
problem so that default color dialog boxes allow for
selecting custom colors.

If the default color is black, then the luminosity slider will need to be adjusted, along with selecting a custom color. The custom color is being selected, but the luminosity is fully opaque if the default color was black.
